Its not in Half Life 1 because They did not have it in the game It was 1998 And video game physics were not so great.

1st of all i refuse to care about the opinion of a furry (usually i dont really care)
2nd of all i did read the description and the reason i said what i said is because there literally is no physgun in hl1, meaning it would be difficult to make a hl1 styled version in gmod
3rd of all technically the OP was the second one to comment, even if he did make the discussion
and finally that addon is nothing like the one he stated he was looking for

Plus OP doesn't seem to realize that the Physics gun and Gravity Gun use the same model (which fun-fact the version of the Gravity Gun that was used was the supercharged version but both still share the same world model so you can't have one without the other)
