How do i create a GMA file ?

Hey guys i saw a few videos on YouTube and i wonder what do i do wrong to create an addon so i tried to open the CMD and also the PowerShell and i wrote the command that i was needed to create a gma file but i have got an error message but i wander if you can make an addon in Subline Text also ?

But i already have it but when i tried to post my addon i tested it on my addons installed and it didn't appear in my download addons.
