Oh, I get it now. You'd need to learn Lua (a programming language) and reprogram the ragdoll's physics.
Any program that serves the same purpose as the programs you've mentioned should do the trick. Suit yourself.
if you want to make the bare minimum in terms of physics editing, just open up the .phy file in notepad++ and change the values yourself
if you're willing to go further and actually overhaul it yourself, get crowbar (the source engine tool, not the weapon in-game) and decompile the .phy file - given you have all the other files for the one model you want to change in physics
there's a lot more to it which you can research yourself, but what i've got now is pretty much all i can give without flooding this thread
