But, I don't know of one server with a playerbase that does even half these things thats online right now. One did exist and it was glorious while it lasted, then got blown up by obsessive autists raging over dumb drama and minging on the server because of it.
what are some ideas that would not fall into the same problem? how do you feel about things like the pharmaceutical or trashman mod?

These are a few of the basics,
Basically, make it fun for your players - get a few buddies to be active staff and to play on the server (NOT ABUSING), get a population of around 13 (That's when other people start to check out your game- just from experience.) and start talking to people, making the game fun or adding content that includes people.
Content doesn't always mean *A new skin or gun*, when looking what to create look at what your fan-base wants and what is best for the direction of roleplay.
