Report a translation problem
- If there is an active programm that overloads your PC.
- If your system is infected with any kind of malware.
- Have you tried launching Gmod right after PC reboot. Do not launch anything else but Steam and Gmod, and check, if Gmod performs okay.
- Some poorly made addons may lag your Gmod. Disable every addon, and try clean Gmod launch.
- If your PC is properly cooled, and is not covered in a thick layer of dust from inside, on its core elements.
Gmod is not videocard dependant(so it's no use putting settings on low. Always keep them on high and on very high. Its ultra only for a rig like yours). It is also poorly optimized for multicore performance. To me, it looks like your PC is having quite a trouble with either RAM or CPU overload. Poor BIOS settings my come in play as well. What ever the trouble, your PC is definitely able to play Gmod on over 200-500 fps.

No programs running on the background only gmod
No malwares I always check it everyday I log into my PC
I dont have addons
My pc is properly cooled and I have a fan for it
I5-6400
GTX 1070TI
16gb Ram
I used to have +900 addons but got rid of what I didn't used, now at 400-410. All it did for me was chop the loading time in half and maybe increase the frames a little.
PS: I am not having any virus or something like that or opened applications in background
Gmod is old. It doesn't like new hardware very much. That's why my i5-760 and GTX 970 kick ass at old Source games and not newer games, while my dad's PC kicks ass at newer games but sucks at older games (e.g. GMod)
