How to make NPCs not move?

It's probably a really dumb question... but is there anyway to force NPCs to stand still, but still be able to shoot?

I'm tired of combine/rebels always running all over the map when engaged in combat.

I don't really think theres a way, but if you activate the "Ignore Player" thing they won't move, but I think they don't shoot.

use your physics gun and freeze them they will still be able to shoot but not move

You don't freeze NPCs with a physgun...

i tried using physgun but it kinda work the problem is they kinda glitch trough walls :/

put props around them so they can't move anywhere then spawn them

Also from the top there is a drop-down menu with an option called disable thinking.
Then all spawned in NPC characters will just stand around doing nothing.
