Can someone make a GTA IV HUD for Gmod?

Hello-

I've looked everywhere for a gta 4 hud, but I've only found one for San Andreas. However, I have found a GTA 4 radar, but it's not much help. If you know how to script one, I am looking for the following: (i've changed some things)

-A wanted level system (Gta 4 Style)
-better radar than this: https://steamcommunity.com/sharedfiles/filedetails/?id=313606485
-Open Source .lua file

i have also found a gta hud on gmodstore.com and was looking to buy it, but the creator lives in the U.K. and PayPal dosen't accept U.S. currency becuase of his account settings. here's the link that gave me the idea to create this HUD request:

could someone do a simple gta 4 wanted system and radar but without npcs or weapon selection? that's my bare minimum. (see the edit I did to the post just a few molments ago)
