how to enable 3rd person view?

This only works in singleplayer, a private hosted server w/sv_cheats, or a public server with sv_cheats (which is pretty much none).

and then go on console Again
and type thirdperson

It should work with any game version as it is a part of the Source Engine Console Commands.
