I have this issue as well.

Open the console and type "sbox_maxnpcs XXXX" (The XXXX goes for any number you want)

You can get ULX for the server so you can do that with a gui

you cant, you can do 9999 i think, which is as close as you're going to get. i could be wrong but thats all i know

When creating the server, you can tweak a few option on the right.
NPC, and entites number for example.
