Garry's Mod Multi-core rendering problem
I've heard of reports that Garry's Mod on Enabled Multi-core rendering renders everything with all cores, however. EXCEPT for the graphics rendering. That is only rendering to 1 CPU core. This will explain the fps decrease for some people from Gmod 12 to Gmod 13. I am starting to wonder if Garry will fix this problem.

I hope so, I run a PostnukeRP server, and on large maps, EVERYONE reports low framerates. This is on maps that have run perfectly in the past, such as gm_atomic or rp_cscdesert. It has nothing to do with the gamemode, map, or addons. Gmod13 just isn't as stable. I heard he ruined multi-core rendering jsut so Super-DOF wouldn't crash. Who even USES Super-DOF anyways?
Anyways, I found a sort of temporary fix for this, just lower your DirectX level by typing in console "mat_dxlevel 70" Game looks slightly less crisp, but it's not a big impact and the framerate increase is worth it.
