What Graphics card do you have? Im running Vista and I run Garrys Mod at 60 Frames.

dude, the first thing I am going to tell u is. If you are playing games on a laptop you are making a huge mistake, because I take it that you like to play for long hours and if that's the case you must not play on your laptop unless it is a gaming laptop because it will over-heat. Now, i know all this because in the beginning of my jouney as a PC Gamer i played on a laptop with Windows Vista and i hadd all sorts of issues due to my intergraded video card and the only way to fix it was using a config file that lowered the settings in the game, lower than the game could possibly do it it's self. If you have anymore questions about fixing you fps issue just ask. I'll be happy to help :)

I recommend a new PC, now not a £200-300 computer but a £400-1000 computer.
If you want the best gaming experience then you would have to get a really expensive computer, trust me its definitey worth the money.

If you dont have the money however well dont worry as their our exactly very cheap computers which are suppose to be £600 which is insane! check out eBay and search gaming pc i5.
