Report a translation problem
Right click "Computer"
Click "Manage"
Under the "System Tools" section, Double click "Local Users and Groups"
Click "Groups"
Right click "Administrators"
Click "Add to group..."
Click "Add"
Click "Advanced"
Click "Find Now"
Double click "Local Service"
Click "Ok"
"NT Authority\Local Service" should show up in the list now
Click "Ok"
Close Computer Management and reboot.
If that does not work, boot your computer up in safe mode with command promt. In the command prompt, type in one of these three variations of this command. (first one worked for me)
Net localgroup Administrators local service /add
net localhost Administrators /add Local Service
net localgroup Administrators /add Local Service
If that does not work, replace all "localgroup" with "localhost"

You need one of those games installed, and launched at least once, to play Garrysmod.
EDIT: Looks like you have CSS...
I would highly recommend getting Half-Life 2 to get most of the game content however. The game goes on sale a lot.
Before the game starts quickly press alt+tab and click on steam and click on play garrysmod and then it should work it work for me and others one time when that happen to everybody one update
Did you fully download and install HL2, and launch it at least once?
Windows 7 is known to use less memory than Vista, and works with more programs/games.
And again, any program that uses the network is going to not fail and crash.
Get Home Premium at least, not the beginner/starter version.
The only problem I have with this though is my Old gaming computer had Vista on it and I could run any game on steam fine, including Garrysmod. Vista kind of just plain sucks otherwise however.
