I want to turn 3d anaglyph off, how would I do that?

its definately not a windows 8.1 bug, ive just downgraded my graphic driver to a lower and more stable version, it worked for me. :)

Same!! just updated to windows 8.1 and this happened....i dont know howto fix which is a problem :L

Try downgrading the driver version to a older and more stable version :)

I actually got stable nvidia drivers, that fixed it

Rightclick NVIDIA icon, click "NVIDIA control panel", select "Stereoscopic 3D", uncheck "Enable stereoscopic 3D".
Alternatively, toggle the 3D effect with the standard NVIDIA 3D shortcut: Ctrl+T
