Make sure sv_cheats is set to "1" type sv_cheats 1 in console
Go to weapons and find the custom weapon you want your npc to use. Right click it's icon and click Copy To Clipboard.
In the console, type npc_create_equipment <press CTRL+V to paste> and hit enter. When you pressed CTRL+V it should have pasted the weapon's name.
Now, type in npc_create npc_<npc name>

So if I wanted to spawn a civil protection with the customizable weaponry USP 45, I'd type
npc_create_equipment cstm_pistol_usp45
then I'd type
npc_create npc_metropolice
Keep in mind not all custom weapons are compatible with NPC's, so they might just make the shooting animation and not actually fire anything, and you may get script errors as well.
When spawning any entity through the console you cannot undo it like you can if you spawn through the spawnmenu. To delete it, simply remove it with the remover tool or look at it and type
ent_remove
