Running water sounds in server

I'm running a server with SCRDS and ULX mod, and when I connect, I hear water sounds, its really annoying me, I'm on gm_bigcity.

Type "stopsound" in console it will stop the repeating sound

That still doesn't fix the problem, when I restart I have to type it again, then i hear creepy sounds after I type in "stopsound". I never hear the city sound effects except in singleplayer.

How? Please tell me how did you fix the problem. I really hate typing in "stopsound" everytime when I join the server. I'm the only one who is hearing it.
