CTRL + ALT + Delete and any other key specific computer commands are all system critical, on top of that the contents that holds that data is in a folder seperate from Garry's Mod (Big BIG surprise) so the only way it could lock you out of those key commands is if the "virus" spread outside of the folder, which means deleting the Garry's Mod lua folder like the "solution" states wouldn't really solve the problem. It'd create more since Lua is fairly essential to run the whole thing as it has the coding for everything. Lua errors are common anyway, as apparent for the achievement for it, this is obviously a fake one.
