Brightness and Saturation problem (the game is dark)

There is something wrong with my game that is making the game very dark. I haven't downloaded anything and this is happening to my game. How to find out which addon is doing this to my game?

The game looks like it has shader on. I don't know what is causing this. I just opened up the game today and this is happening.

I don't have anything on. As a matter of fact, I don't even subscribe to any of the mods that I have. I downloaded them all offline so I don't have to connect to steam to play with addons. So there is no way for anything that already existed in my game folder that is causing this to happen. The "shader" is on before even loading up a map. It's already on when I start up the game and it's a dark blue loading screen. I am asking if there is any config file that I can change to fix this problem.

Might be the game files problem try reinstalling or veryfiying the files

It might be a new update or something because u didn't open it in steam

Apparently the problem is caused by Proton Wine3D, but with that turned off the mouse movement is delayed.
