Addon Request: Googly Eyes Tool

Can someone please make an addon that gives the toolgun the ability to add googly eyes to things? Like, left click is place a googly eye, right click removes the googly eye, reload removes all googly eyes, settings let you choose color and radius of googly eyes. I just think Garry's Mod could use something like this to use on cars, entities and ragdolls and stuff. Can anybody do this?
