GMOD TTT Round not starting

I start a server my friends can join with no problem but when the timer in the bottome left is supposed to count down to the start of the round it says waiting and the timer is stuck at 00:00
also in the console lua jit is disabled ( dunno if that will affect anything)
I am running ulx and ulib the latest versions
my addons folder is clean aswell so is downloads

Make sure you aren't in spectator mode.
