Report a translation problem
If you open console, by pressing (`) and then type in "stopsound" without the quotation marks, does this fix the problem?
Do you currently have any add-ons installed? (Especially any audio or music add-ons)? Even if you reinstalled the game, add-ons will still remain in your Gmod folder. You can navigate to it by finding your steam folder and then following this path:
steam\SteamApps\common\GarrysMod\garrysmod\addons
I would cut the folder contents to another location and then re-launch the game to see if this fixes the problem.
Locate: \Steam\steamapps\common\<garrysmod>
Delete the Garry's Mod folder
Open steam, right click on Garry's Mod
Delete Local content
Now re-download Garry's Mod
The logic is hopefully a file or something along the sorts was corrupted or an undeleted audio clip was buggering it up. Unfortunately with Garry's Mod simply reinstalling it may not fix the issue as it will merely just download any missing content. Therefore, manually deleting the folder first will initiate a fresh installation.
