How do I enable vsync?
My game is capped at 300fps and my pc is overheating like crazy. The V-sync in advanced video settings doesn't do anything nor does nvidia control panel. I've also tried to set launch command "-refresh 144" but it also does not do anything.

Someone please help me...

Try adding this as a launch option: +fps_max 60
Or, if you need to change it on the fly, use mat_powersavingsmode 1. Note that powersavingsmode actually caps it to 30 when 1, and back to 300 when 0 again.
