Report a translation problem
First of all this is in the wrong section, it's not a bug. It's a rule. You should try posting this in the server's community Steam Group page.
Second, the rule is in place to prevent the server from turning into sandbox. As an administrator on multiple servers, I know that being in a situation where one was killed for a non-roleplay reason is very annoying. If you had a gun and got randomly shot, you lose the gun, you lose money, you start at spawn. Very tedious.
I also want to point out that the advertise system is in place to let others know you are initiating roleplay. It also helps administrators determine whether a kill was RDM or not. While this could be tedious, you are able to bind an advertisement to a key and press the bind whenever you are initiating roleplay.
