Can't walk up stairs or ledges

I can't walk up stairs or up small ledges; I can only jump up them. NPCs have no way of navigating through stairs and just stop at them. The physics when walking on a slope are also a bit weird; whenever I run down a slope, I sometimes "fall" multiple times instead of just running like normal.

Any ideas what's causing this, and if so, how do I fix it?
