+addons folder not available in spawn menu, PLEASE help!

okay, I tried asking in the help forums with this issue AND another one, but while every other topic had lots of replies, mine remained ignored so I'm going to try here as this issue is REALLY starting to irritate me!
basically, I can't spawn anything such as ragdolls, props etc. I can only access the default spawnlists. when I go down to "browse" theres no + by the addons folder. can ANYBODY help me figure this out? it's happening in both my dedicated sandbox server, and when I start a new sandbox game with just my PC. other visitors to my server have access to these addons, so why am I the only one who can't spawn ragdolls and whatnot??
I've tried restarting the server, refreshing it, stopping and starting it, editing the workshop.lua, restarting my PC a million times...it started working again just once, and I've no sodding idea how.

it's ruining my games and I can't join in with what my friends are making or I can't even have fun by myself by starting a new game.. it's peeing me off because I like to build houses in sandbox, and I have things like furniture and props ...and I can't use them!!!!!!!! people come into my server and they're spawning all the things *I* should be able to.

I have an image to help because every time I mentioned this to somebody they got really confused and didn't know what the fox I was talking about.

can somebody PLEASE help me with this, I get really easily frustrated due to a condition and there were lots of tears trying to work on the server, so it'd mean a lot to me if I could play on it properly again.. please?

Make sure your addons are enabled, sometimes they auto-disable, if that doesn't work make sure they are properly installed. Addons won't be in the addons folder if they don't have files or are disabled. Also, if that doesn't work, make sure your addons have accessible models, if they don't they won't show up. If none of this works try re-instaling Gmod. If that doesn't work, I don't know what will, I'm not a programmer or something. Hope this helps.

where do i go to enable/disable? the steam client?

NOW it's telling me I have NO addons at all!!!!!! I've just uninstalled, taken out the addons frfom the actual folder, reinstalled and put them back in and STILL NOTHING! *rips hair out* this is driving me insane!!!!!!!!!!!!!!!!!

Same problem here, solved by running the hl2.exe in administrator mode directly from the folder.

To enable/disable, launch garry's mod, click addons, click subscribed, and then click enable all.

it was my pc battery!!! i changed it and now it is downloading all my addons, if i can spawn things in i'll update but fingers crossed!!

That's odd, I don't think that a PC Battery would have any effect on how addons are downloaded, etc. You probably did something else during that time to fix it subconsciously.
