If you don't know how to connect to RCON, read this:

If you still don't get it, make sure to setup your server cfg with custom rcon password, then connect to your server, open the console (Options > Advanced> Keyboard > Enable Developer console [X], allows you to open console with ~ key)
Then you can type commands. First you need to establish RCON connection. You can do this from inside the game while connected to the server, or you can use a 3th party RCON application that's written for source games (L4d, Half life, TF, Portal, etc)
Login to rcon :
rcon password
rcon say Hello World
