Good lord, I have the same issue. If you want the setting's command then it's 'cl_ragdoll_collide (number here)'. Setting it to 1 will enable it.
Gmod does have a few text files that you can put commands into and they (should) automatically enable those commands when launching the game and when loading into a map or server.
The files are under: Program Files > Steam > steamapps > common > GarrysMod > garrysmod > cfg
The files are: autoexc, game, listenserver, and server
Note: With the autoexc file, you might have to create it yourself if it's not there. Simply naming a notepad document 'autoexc.cfg' generally will do it.
If putting in that command in any or all of those files doesn't work then something is well and truly wrong on Gmod's side of things because it means it's either no longer reading the command or those files. Which seems to be the case for me and I legit can't be arsed to sort this out for myself because spending time troubleshooting a game that I use to relax defeats the purpose for me.
