How do I get an NPC to attack a vehicle or a player who uses a vehicle?

I am creating a collection for military shooter similar to game "Squad". And when I launch an NPC, I notice that they stop attacking me when I get into a tank or any other vehicle. How do I solve this problem?

They stop? When I hop into the hl2 car, they shoot at me. Addon issue?
