If you want to invite a friend over steam, you click the little arrow next to their name and there should be an "Invite to game" option

You could try SteamCMD or pay for one. Look up a tutorial on SteamCMD, I recommend "JackkTutorials" though this is hosted if your PC and you can add any addons. This is also a long process.

Otherwise if you want quick gameplay just for the map and base gamemode port forward (which you can google/youtube yourself) and or find an empty server and join that.

Oooooooor you could just invite people via Steam Chat, since you no longer need Hamachi to host servers for friends.
