problems like this are usually not caused in the area of game files, however I still recommend you do that. It's widespread among the gmod community (and as I've come to know it to be justified, rightly so) that this simple fix is very versatile for many problems.
unless Fallout 4 freezes quickly too, probably not, because gmod is not an especially graphically demanding game unless you're insane enough to render an equally insane number of entities, each shaded, shadowed and subject to complex physical movement. If it stutters (stuttering being from now on for me in this thread [/u]the term to cover what is characterized by lagging and freezing with sound loop[/u]) only when you render crazy stuff, then it's probably your computer's graphical resources being insufficient and the work you order it to do being excessive.
Usually gmod does not need an excessive amount of RAM, but as I reflected on earlier it's possible (plausible) that op's computer is given too much load. Stuttering could be caused by RAM insufficiency even if the following question arises due to my uncertainty of if RAM insufficiency is really the cause : To what extent is RAM insufficiency really a concern in the present case?
This kind of problem, if it's not because of game file integrity, and if it's not due to the bottlenecks of high rendering, it might be the following three problem sources.
1. Hardware problem like circuits broken, pieces not in the perfect place, this you can only fix with a high-skill technician (if your father is, he should look into it with great care, though, for messing with hardware components' very structure or smallest components is a risky task, as mistakes can be fatal) or by asking for repairs at the manufacturers of the computer's pieces
2. Driver software for graphics might be highly out of date and you should do the procedures to update your drivers, although drivers are rarely the pivotal elements of this kind of problem (drastic obsolescence of old drivers is rare because drivers are usually updated automatically or once in a while. Even if you didn't check hourly, it wouldn't matter much because as far as I know, drivers have major changes at long intervals)
3. System file corruption. If all else fails, this is probably the last cause. One of the unfortunate problems is that system files (Windows and such. Some of the deepest files and codes that operate the most fundamentals in the computing hierarchy and that are very hard to reach and even often locked with hyperadmin privileges (no, wait, you can't, even with admin, good luck)) are hard to fix because (for me at least) if you try to do a throughout refresh of the system files, not only it's complex to do so, but (Windows 8.1) also, most of the times when I tried to do this, the system's limitations menace me with file wipeout (personal files, game saves, everything that is not so simple to fix unlike what people say (too many people have only a unplug-and-plug-back proposition method of fixing things, something that, although sufficient for undocumented or basic and low-impact problems, or also when whoever's in charge of trying the fix is out of options, I don't find to be the preferable approach to problem solving when the problem is of more complex nature)), or, at best, program wipeout (Sure, you get to keep your personal files (images, music, etc.), but you'll have to go back and install every single one of the 60+ programs already there and you can trust me on this one it is NOT easy to put everything back safely if you want your settings and other programs' files. There are file hierarchies, file dates, possible incompatibilities and even more things making for a great (in both senses. The sarcastically "good" as well as the large and hard to surmount.) puzzle to solve for a while, for which you'll need patience, rigor, and probably a plan to solve all without issues)
As a footnote, first of all I don't claim to be an expert, I go only with my current, limited understanding of the world in the field of informatics, computing and others. Take my words with a big grain of salt, as you should with anyone else, especially on this kind of delicate cases (your computer is at stake, computers aren't exactly the easiest things to afford, fix and whatever verb you want to use to designate operations of importance relating how computers are not of trivial importance).
Secondly, I don't really care if you find my reply to be slightly hard to follow because in my ramblings I often take a too complex structure for my ideas, something which, as much as I acknowledge this flaw in my being as a problem when communicating with people, is not really my fault, I found it's mostly because some people who don't take the time to fully read carefully decide to give up mid-way reading it.

Yes, I know I can modify my own reply, but I decide to be transparent on this one because many individuals decide to use this functionality in a malicious and fallacious way such as waiting for someone to reply to their rude comment in an equally rude way, then editing their own comment to something nicer and playing the victim afterwards, or maybe because it's good to document updates to information, as information changes, however minor they might be, may have consequences on the understanding of it by people. And this, I don't like. I want people to read consistent ideas, something clear rather than seeing them getting confused. Or, people make errors and I'll admit mine here.
