Report a translation problem
1.Create a map in hammer editor with scripts, so it has some rules and story
2.Create your own gamemode addon
3.Try to create level in already existing map
4.Use wiremod to create computer that has games
I recommend picking only one of those ways and studying it (better start with mapping)

Second is harder and might require some coding skills and Lua knowledge. And it's harder to find tutorials.
Third is the easiest in execution, but results are less than decent.
The last one is for programmers and people who know how to work with Wiremod. I don't recommend this in first place.
