I got the achievement several years ago and I don't think he has played for a year or so at least now.

Last year there was a way where you could get the achievement if somebody who had abused an exploit to spoof the steam ID of garry joined your server. This was patched, but it did gain a whole lot of extra people the achievement. I had to ban 2-3 people from my server for doing it because spoofing his ID made them immune to ulx commands from the mods lol, so they could break any rules.
