Server Installation Issues
I tried to set up a gmod server on my new PC, but when I type "app_update 4020" SteamCMD gives me "Error! App '4020' state is 0x2 after update job."

Same Issue:
Use a free VPN / proxy server and try again.
I recommend vpnme.me OR freevpn.me
Create a connection to the VPN servers and start the installation.
When it's done, you can close the connection to the vpn server.

I had kind of forgotten I made this post after nobody replied to it. The issue I was having was my antivirus blocking the steam servers from downloading the server data onto my computer. So, it's fixed now.
