devices have a unique ip address, this is for communication purposes; ip addresses are like the addresses for websites (the servers that websites are on actually have their own ips, and the website url is just an easier address to type and remember)
it says his ip is offline because hamachi doesn't affect the "real" ip that steam uses; hamachi's virtual lan system makes its own ips (lan is what it would be if you were on the same router; hamachi makes a fake connection like that where your computers aren't restricted from communicating)
your hamachi mesh/network will let you find his hamachi ip (it usually starts with the number 2;) when you have his hamachi ip, in the gmod console, type "connect his hamachi ip here"
connect will forward a request to any address you specify - this is useful because steam checks his regular ip for online games, but this game is being broadcast via hamachi, and steam won't see that - you have to connect directly
