Headshot Damage Broken

All NPCs (vanilla and modded), are taking almost no headshot damage. With all weapons (vanilla, TFA, Modern Warfare), NPCs take around 5-8 shots to the head before dying. Before they would take 1 from pretty much every weapon. This is a new problem for me. Now, I do have a ridiculous amount of addons subscribed, but I'm just hoping somebody else has experienced this. I know that it is almost certain to be an addon confliction.

Usually model replacers are the culprits, either that or enhanced AI could change that

*necros like a boss* uh huh yeah k i uninstalled all my replacement addons and did menu_cleanupgmas yet it still doesnt work, dont answer questions you dont know the answer to (i also dont have any ai changers)
