There are thousands upon thousands of DarkRP servers. There's not much to do that will make yours stand out besides the hostname. That's the sole thing that they will see when they skim over the numerous servers. Maybe add something eye catching? And even that might not be enough. People mostly ignore servers with low player counts. That causes the player count to fall even more, and then less players join, and the cycle repeats. The only real way to gain a player base is to have one already. A classic example of "You need lots of money to get rich".
There are some things you could change to improve the gameplay of the server, such as economy balancing, weapon damage balancing, job balancing, etc. You may also want to set the advanced settings for the server to insure optimal performance. The tickrate for DarkRP should be 33 MAX. 66 is the default and is way to high for the amount of players and objects in that gamemode. It will require way to much CPU and the large amount of network throughput will increase the network latency, by extension causing the hit detection to drift(Assuming you have the maxupdaterate and maxrate set correspondingly). There will also be stuttering, and crashing the server with props will be much easier. On the opposite side of the spectrum, 16 tick is the lowest I would recommend going, but would be recommended for servers with 100 or more slots + vehicles. The source engines interpretation features should keep things appearing smooth for most things in motion.
The reason for all of this is to provide the best possible connections between the client and the server. Players will not like it when the server feels "late" to respond to them, or when the hitboxes are drifting 5 feet away from the actual player(That drives me crazy). A combination of both is a good way to repel players. But as I've stated above, you'll find it difficult to gain a player base if you don't have one to start with, and having good server quality in terms of performance isn't going to be deal breaker when it comes to attracting the masses of gmod players for the first time.
I know I personally(As a former DarkRP server operator, now just a player) really do not enjoy playing on servers with poor connection and stability. I feel like gunfights are completely terrible and it just makes me not want to even buy a weapon because every bullet I put into them doesn't actually count, regardless of weather blood is shown on their player model or not.

attempt to make your server not a sit in a room sim although its difficult to do so without many players but things like banks to rob with big money and a mayor economy system may encorage doing more interactive things also giving attackers more of an advantage may work but thats a double edged sword as being raided and having absolutely no money because of it is absolutely no fun
I would say once you hit 15+ consistant players people will be inclined enough to join the server
just from the browser throwing staff needed will also get more connects but they probably will leave after they realise they wont be getting staff and that can throw the rating down
considering darkrp has more servers then players it's going to be extreamly tough to get players and you shouldnt expect to make it unless you can make a big enough of a snowball to roll it's self down but if you hit that 15+ mark make sure not to ♥♥♥♥ it up with mentaly retarded 12 year old admins that didnt even give a glance to the rules and only use the powers for them selfs
A recommendation of mine would be to simply allow friends to invite people, addons can be a bit of a throw back and slow down the process of joining players.
