Report a translation problem
Had this pop-up once I tried launching Garry's Mod from a folder. I tried everything it told me to do but still had the problem on.
I remember trying it but the button was greyed out. I tried reinstalling it but once I deleted it I can't find it in my steam library... >.> It's just now doesn't exist in my Steam library even though once I go to Store page it says I have it
You might need to use task manager and close the Steam if you can't open it. For some reason it sometimes bugs out and there are some sort of invisible Steam program running that you can't really do anything with it. Once you close it you should be able to acces Steam normally.
Well I don't remember exactly how I got rid of my error, but I think it had something to do with a user I had shared this game. Do you perhaps not fully own this game or share it to someone else? Did you tried doing everything what was said on my picture? That might help.

I think you can just create a shortcut for Gmod (or just go to the original Gmod starting file I suppose) and then you can toggle an option what resolution you want and if you want it windowed. I hope my memory doesn't fail.
