Edit: Should clarify, by default Garry's Mod has no way to connect to external databases other than the internal sv.db.

I also downloaded a file called "libmysql.dll", that is to go in my garrysmod directory correct? Thank you for your help, I hope this fixes it.
Bingo, that all sounds right. Although what's inside the MySQLOO-9.5 folder isn't important, you don't need to transfer that. That's the files before they're compiled into that gmsv_mysqloo_win32.dll.
Also it goes into lua/bin/ (You need to create that directory manually, the bin folder doesn't exist in lua by default)
For anyone who has this problem specifically, contact your host provider, they may have that disabled. The control panel most hosts use is called TCAdmin, and by default .dll's are disabled.
This may come in use for anyone who comes across this, here's the default blocked filetypes in TCAdmin. Could save you trouble in the future before starting a project.
