My GMOD addons won't install

Everytime I install a GMOD addon, it won't show up ingame. If I install a map, it won't show up in the select screen etc. even though it is enabled in the addonsmenu of GMOD. I have noticed that the mods are not installing into the GMOD addons folder of the game. I have tried:
Reinstalling the game
Checking integrity
Installing a variety of addons
Uninstalling all my addons and unsubscribing from all my 178 addons

But alas, to no avail (none have worked). If anyone can help me out that will be greatly appreciated.

EDIT (31/07/18):

Ok, I would like to say I have personally fixed it. This was an issue that went on an insane amount of time and to be quite honest I unfortunately do not know what fixed it. I have tried countless things including reinstalling windows but nothing helped. This is what I did and I have no idea what got it to work for me, and I can't guarantee the same will work for you; just test around (Read through at least once before doing anything):

1. Uninstall Garry's mod (not subscribed to any addons)
2. Change your download region
3. Uninstall steam
4. Reinstall steam
5. When you reinstall Garry's mod: CREATE A NEW DIRECTORY (like new folders) TO INSTALL IT TOO (I believe this is what did it). For example, I created a new folder on a seperate drive called: Steam Games and then installed it there: I made it a steam library folder.
6. Play it and see if you are able to install addons (I reccomend installing a map as it's easy to test whether it's worked)
7. Wherever all your other games where (before uninstalling steam); move them to the new library directory (or add it as a new one). I followed some tutorials online to do this so I reccomend you do too; just look around at steam library changing and adding preinstalled games to your games list etc. online.

Do I download it on UK, then switch region for addons or the other way around.

I have realised that once I subscribe, the download actually doesn't start. It says it starts and finishes in-game but on my steam downloads, it stays at 0%

Even my steam says at the bottom '1 of 1 downloads completed' but when I click on it it says 0 out of 1.1 mb has installed at 0kb/s. I can't even cancel it, I have to restart steam for the download to disappear and then I have to 'uninstall' it through gmod so it doesnt keep restarting itself. I am really confused, can someone please help.

Now it 'downloads' but it doesn't have use any disk usage during the download and I have no idea where it is downloading because my addons folder is always empty. And no, it still doesn't load into maps if that wasn't obvious

I have an idea , but it will take long time , you must go to your subscription addons in google chrome , and copy the addon link that you want it , and paste it in the workshop downloader , i know this method for cracked gmod , but i have to do it , i downloaded over 3000 addons and it works , if someone have a question , you can ask me here.

I don't care about getting back all my addons, all I want is for them to install. I can doit manually but I want to get my workshop working again, that's all
