Force map to change gamemode?

is there a way to force a map to change the players gamemode? i'm making a story type map and as you know in sandbox the player can easily cheat by using noclip and other commands, but if the gamemode were to be set to "base" the player isn't allowed to use cheats or the spawn menu. point_clientcommand and point_servercommand don't work from my experience.
