ent_fire npc_citizen startpatrolling doesn't work?

So after I spawn all of my citizens, the command in the title doesn't work.
And the odd thing is that before I reset my gmod, when I spawned citizens they would automatically start walkign withotu even putting in the command.

Inpc was making them patrol.

I don't think citizens can patrol.
Does it do the same thing when you try it on combine?

Citizens can patrol, i've been using that command eversince I learned to open the command prompt.
