I've also had a error remover addon which made ragdolls t-pose dont I don't remember what it was.
If a base game ragoll is affected try disabling all your addons, if the error is fixed then an addon is breaking your ragdolls, if not its an issue with GarrysMod itself.
If its an addon re-enable them in chunks at a time until you can find which one is causing the issue.
If its a game problem running the factory reset batch file (won't remove your addons but will reset addon data so backup any settings you want to keep, its in the "data" folder). would be a good start.
If that fails you'll probably need to reinstall.
Well, it ain't the base ragdolls, and they're not effects either. And, oddly enough, I've had addons whose ragdolls worked fine compared to the ones that are affected. Not only that, but I have over 2500 addons, excluding legacy addons, so disabling and re-enabling will consume a lot of time.
yeah I'd say that at least one of them is causing conflicts.

Interestingly, with extended C menu tool addons (not sure if it really just came with the update) that let you set a selected ragdoll as your playermodel, you can use it on the working NPC ragdoll and go flopping around from shooting a rocket at your feet to your heart's content, except the game enforces the default, broken one on you after dying and respawning, and I don't know any other way to bypass this.
Because I am aware that NPC ragdolls are unaffected, too, but it's the player ragdolls that are the problem...
