Missing D3DX9_40.dll

Whenever I attempt to run Gmod on my new pc, I run into this error:
"Your system appears to be missing D3DX9_40.dll which is a part of DirectX 9.0c runtime necessary to run the game."
I originally didn't have said .dll file in both System32 or SysWOW64, until i took the June2010 Runtime installer's files, found the 9_40 cabinet file, extracted via 7zip, and put in 40.dll into both sys32 and wow64.
Problem still persists. Runtime installer proves useless (both the one found in the GarrysMod folder and the official ms page).
This is also a problem for games like Fallout: New Vegas and CSGO. I didn't have this issue before on my old computer (originally ran W7 until I upgraded to 10).
Also note that I'm running Windows 10 64 bit.

you will disable system restore, rename some d3d libs then install full DirectX 9.0c runtime, and
check that you have enabled DirectPlay and Net2.x&3.x in Windows Components - most games released before 2011 not work under W10 without it

or try this trick in run or cmd console
unreg current:
regsvr32 /u D3DX9_40.dll

reg again:
regsvr32 /i D3DX9_40.dll

what build of W10? 1709 ? - M$ re-release it again (in 5 or 6 time) and it still bugged like Hell

Tried the first command and got this error:
The module was loaded but the entry point DllUnregisterServer was not found.
Make sure that DX3D9_40.dll is a valid dll or ocx file and then try again

Are you sure that run cmd with Administrator's priveleges?
