check that you have enabled DirectPlay and Net2.x&3.x in Windows Components - most games released before 2011 not work under W10 without it
or try this trick in run or cmd console
unreg current:
regsvr32 /u D3DX9_40.dll
reg again:
regsvr32 /i D3DX9_40.dll
what build of W10? 1709 ? - M$ re-release it again (in 5 or 6 time) and it still bugged like Hell
The module was loaded but the entry point DllUnregisterServer was not found.
Make sure that DX3D9_40.dll is a valid dll or ocx file and then try again
