Best settings for Dedicated Server?
What is the best settings for server.cfg and network.cfg for a max 20 player server with usually around 10 people playing? For best performance and no lag?

No, lower rates will cause more choke depending on how the other rates/tickrate/network settings are on your server. If your player is trying to send 30kb/s of traffic but your server limits it to 15kb/s, those packets will get delayed and cause 'choke' (net_graph 4 you can see choke %), when you allow it to have more bandwidth then the server/client is always synced up.

Without this, even if you have 40ms latency or even lower, it'll look choppy like a laggy server.

then wouldnt it be maxrate instead of minrate?

Nope, because the client won't know to use max rate since that's just the cap. You have to set the minimum to ensure the best connection.
