Garry's Mod Port Forwarding Help
I have a spectrum router and currently need help if I have this set up correctly. I will block out the external and internal host as it has my IP but, they are both the same.

You have to create 2 port forwards, one for TCP and one for UDP if your router doesn't support both in one rule.

Also the External and Internal should be 27015

You don't need port 27005, just both port forwards will be 27015 for TCP and UDP.

27005 is if you're trying to do remote RCon which if you're self hosting you won't be needing anyway. A general security rule of thumb is close off as many ports as you can and only open the absolute necessary ports.

Okay, so I have one port forwarding with the UDP and another for the TCP all with the same port. Is that correct?

What's the IPv4 of your computer that's hosting it and the one the port forward is going to? How are you getting the IP that you're sending to your friend?

192.168.1.1 is my IPv4 and that is the one its going to. I am getting the IP from the start.bat

That's your problem, 192.168.1.1 is your gateway address to your network. Go to your CMD and type ipconfig and look for an IP that resembles: 192.168.1.x (X being your computer's LAN IP).

Make sure to not define any IP via the IP parameter in your start.bat if you've got one, and the IP showing up in your server's console when it starts up should NOT resemble 192.168.1.x at all, it should be a different IP and that's your public IP you send to your friend.

Ah my mistake. I did mean 192.168.1.16. The one I sent him was my public one. 72.something.

So in the external and internal do I put the 192.168.1.16?

Yes both will be 192.168.1.16, if it still doesn't work then disable your Windows firewall temporarily and see if he can connect with it completely disabled. If he can, then you just have to add a firewall rule within Windows if you're using Windows.

IPTables would be for Linux based, and I imagine OSX too.

Yeah, all of them were set to 192.168.1.16. Guess I gotta disable the firewall. Do I still give him the public IP?

Yes send him the public IP

Also what if firewall doesn't work.

Also possible chance you can make sure I got everything right with the port forwarding? Like discord or something
