Anything past the low-end GPUs from 2015+ are more than enough for GMod nowadays. You'll see more benefits by forcing your game to enter multi-threaded mode by entering in launch options & switch to 64-bit beta than you would from any form of GPU upgrades.
Also keep in mind all setting would normally be set on the highest settings at 1080p
Having 8GB is fine for GMod, although with the 64-bit support allowing servers to stuff more addons for clients to have downloaded & mounted to their client has definitely upped the RAM requirement.
I played on my client's server, my FPS was horribly low and I very frequently crashed (sometimes while loading) due to hitting the 32-bit memory limit on the default GMod client.
Once I switched over to the 64-bit client my FPS wasn't a new experience or anything, but it was probably +15fps~ gain for me. Although more importantly I was able to join & play until somebody crashes the server, I had checked my task manager and noticed his server was consuming 6GB of my RAM alone.
That's why I would say if you're playing on high addon count servers such as RP servers or Sandbox servers you should consider grabbing 16GB.
