Problem changing map in game, help appreciated.

I start up my server fine on the regular downtown map, then I use ulx to change map to a different one in-game and this pops up in the logs.

Error loading cfg/trusted_keys_base.txt
Error loading cfg/pure_server_minimal.txt

Then it gets stuck on "changing map" and eventually shuts itself down. The maps already in the collection of the server and in the server addons/maps folders, both containing the .bsp files

My gmod dedicated server has neither of these cfgs, so I don't think they are causing the problem. Did you set up the collection properly? What did you put in the .bat used to launch the server to let it use the collection?
