Almost All Of Them Are Free But Some ♥♥♥♥♥♥♥♥♥♥♥♥♥ sell them Cuz They Want Money.

You can start by looking at a mod/addon's workshop page.
If it has a price tag on then it cost money.

It really goes without saying but no mods/addons on Garry's Mod Steam Workshop cost money.
