Bad FPS on a computer that can run Battlefield 1

My PC can run BF1 at medium to high settings depending on the map, and while it doesn't have the best processor, it's still decent and I have a really good GPU. Yet, despite this, my PC will start dropping below 60fps on servers or in singleplayer after spawning more than 3-4 NPCs. I've tried a lot and I'm fed up with searching endlessly for a solution. I'll give you more information about my specs if you request them, but for the time being that'll be all.

Step 2 find a bottleneck
Step 3 upgrade hardware

I've seen cheap laptops that can run Gmod, it's suprising that my PC can't.

Just that some servers aremt realy optimized to well same with maps its probably not your pc

That's just GMOD for you. 12 year olds stuff add ons into their servers without thinking twice about optimization and boom, you get bad fps. But looking at your post about singleplayer, verify game integrity or reinstall? It shouldn't be that bad. It'd be nice if you gave specific hardware details. I've managed to run GMOD with a 3770k and hd 4000, if your CPU is below that, you definitely need an upgrade.
