How do I invite a friend into my sandbox game?

when you start a new game instead of leaving it as a single player game select 2 player then when the game starts click shift+tab find your friend and right click on his avatar the click invite to game.

But what if I did all of that but it does not give me the option

The latest version of GMod broke this, use the "connect" command to help your friends join, "connect p2p:" and then your long Steam id will do the trick.
